Services We Provide to Communities

The services described below are some of our core services, but GCLG offers many other services that are explained in more detail throughout this section of the website.

Tower Valuation


To assist local government assessors estimate the value of equipment and facilities at a wireless site, we offer flat rate tower valuation services based on publicly available information and proprietary industry knowledge based on the type of services available by a particular operator.  Even though the tower structure is assessed, has the assessor accounted for the base station equipment, antennas and other ancillary infrastructure required to provide service?  This service is likely to increase the tax base significantly from what is being reported or included due to the complexities of multiple operators on the tower.  We provide a detailed report that validates whose equipment is on the tower and estimates of value based on the required equipment to provide wireless service.


Wireless Ordinance Customization

We customize our model wireless ordinance to meet the community’s needs regulating wireless facilities.  Our wireless ordinance is up to date, reflective of the latest developing technologies, legislation, case law, newly developed alternatives to towers and expressly protects the community’s federal right to require proof of need for what’s requested.

We help the community establish an application fee to recover the cost of managing wireless carrier facilities.  We suggest a minimum $6,000 application fee.  ($125/year x 30 years life of cellular facility with built in (3% / year escalator) = $6,125 real cost to taxpayers.)


Administration of Wireless Ordinance

We work with the community and administer their customized wireless ordinance.  We become their source of industry knowledge, enabling the community to make informed decisions based on all the options and find a balance of needs between community and carrier.  We advise communities on how to deal with cellular towers as a new permanent infrastructure.  We provide the needed expertise communities do not have in-house, such as professional engineers (structural engineers, RF engineers, etc.).  We provide tower alternatives and explain what will or will not work in given situations.  We work along side community staff so communities can deal with industry’s engineers and other experts as equals.  We identify and work with local officials to promote opportunities to generate new and increased sources of community non-tax revenue and increased community tax base through the use of community owned property.

Application Review Process

We review all cellular tower and antenna applications submitted to the community and provide written recommendations regarding their approval or disapproval.  The local  government always makes the final decision.

We review all data used to produce propagation coverage area maps used to verify need of new towers on a consistent basis as dictated by our model ordinance.

We eliminate cellular tower topic as political issue.  RF Propagation studies determine the best location for a cell tower not voting district.  The goal is to have ubiquitous cellular coverage for all citizens through proper placement of cellular facilities.

We expedite the application process by working with both the community and the carrier to have cellular services up and working in the shortest time possible.  The average application can be processed within two weeks of submittal if all necessary information if provided by the applicant.

We ensure all technical and safety standards are adhered to and towers are built to specification as designed and permitted.  We review more than 20 separate issues and factors that need to be analyzed when permitting a cellular facility, whether it’s a new tower or a co-location on an existing structure.

We attend all public hearings at the request of community representatives to answer questions from the general public or private corporations.

We provide expert witness testimony for litigation at Federal or State level if necessary.

We help protect community esthetic integrity by enabling the community to require necessary cellular facilities and towers to have the least visual impact and be less intrusive on the character of the community.
